I am trying to gather information about simulation package/tool like:- Starlogo - Webots - Soar

I think the best way would be to spend time on each to see how it is possible to play with them. Anyway, webots looks sexy but I don't know whether it is possible to simulate high level behavior and mutual modeling components...
